Two years after the first council-branded bank to be set up in more than 30 years was announced, it has lent £530,000 – just £150,000 more than its set-up costs. Banking on Essex, a joint venture between Essex County Council and Santander, was backed with £100m – half of it public money – in an effort to help small companies struggling to win investment because of the financial crisis.
